Federal mental health funding flows through two parallel channels: formula allocations distributed to states and competitive grants awarded directly to qualifying organizations. SAMHSA's Community Mental Health Services Block Grant distributes approximately $700 million annually to states, which sub-award to community mental health centers and behavioral health nonprofits. Competitive SAMHSA grants — including Certified Community Behavioral Health Clinic (CCBHC) expansion awards, Crisis Services grants, and Opioid Treatment Program grants — are awarded directly to organizations meeting specific eligibility criteria. NIMH, part of NIH, funds mental health research at universities and research institutions through R01, R21, and specialized training grants. The 988 Suicide and Crisis Lifeline funding, administered by SAMHSA, supports crisis centers and call center operations across the country. For community organizations without research capacity, SAMHSA's Health Resources and Services Administration (HRSA) behavioral health workforce grants and the Substance Abuse Prevention Block Grant offer the most accessible entry points into federal behavioral health funding.
