Federal Grant Application Guide

Federal grants are competitive awards — applying requires preparation before the deadline. Here is what every applicant needs to address before submitting a Notice of Funding Opportunity (NOFO) response:

Step 1 — Registration

Register your organization in SAM.gov (System for Award Management) — required for all federal grants. SAM.gov registration takes 1–3 business days and must be renewed annually. You will also need a UEI (Unique Entity Identifier), which is issued free through SAM.gov.

Step 2 — Grants.gov Account

Create an applicant account on Grants.gov and link your SAM.gov registration. Most federal agencies require applications to be submitted through Grants.gov. Download the official application package from the NOFO listing page — never use third-party versions.

Step 3 — Read the NOFO Carefully

The Notice of Funding Opportunity contains the exact eligibility requirements, review criteria, page limits, required attachments, and submission instructions. Read Section C (Eligibility) and Section D (Application and Submission Information) thoroughly before preparing any materials.

Step 4 — Budget and Narrative

Federal grants require a detailed project narrative and a line-item budget justification. Follow OMB Uniform Guidance (2 CFR Part 200) for allowable costs. Many agencies provide budget templates — use the agency's required form, not a custom spreadsheet. Indirect cost rates must be negotiated with your cognizant federal agency.

Step 5 — Submit Early

Grants.gov has experienced system outages — submitting 2–3 business days before the deadline is standard practice. After submission, monitor your Grants.gov application status until you receive a "Received by Agency" confirmation. Keep your submission tracking number for all follow-up communications.

Eligibility Check

Federal grants are restricted by applicant type — nonprofits, state agencies, universities, small businesses, and individuals each have different eligibility. Confirm your organization type matches the NOFO before investing time in an application. Cost-sharing requirements and matching fund obligations are stated in Section B of the NOFO.

GrantMetric Tip: Federal agencies frequently hold pre-application webinars for competitive NOFOs. Check the agency program page for Q&A sessions — questions and answers from these sessions are often published and reveal reviewer priorities that are not explicit in the NOFO text.
