Agency Name: DOT-Federal Motor Carrier Safety Administration Description: The objective of the HP-ITD program is to advance the technological capability and promote the deployment of intelligent transportation system applications for CMV Operations, including CMV, commercial driver, and carrier-specific information systems and networks, and to support/maintain CMV information systems/networks to (i) link Federal motor carrier safety information systems with State CMV systems; (ii) improve safety and productivity of CMVs and commercial drivers; (iii) and reduce costs associated with CMVS operations and regulator requirements.

The objective of the HP-CMV program is to support, enrich, and evaluate CMV safety programs and to target unsafe driving of CMVs and non-CMVs in areas identified as high-risk crash corridors, promote the safe and secure movement of hazardous materials, improve safety of transportation of goods and passengers in foreign commerce, demonstrate new technologies to improve CMV safety, support participation in the Performance Registration Information Systems Management (PRISM) program, support safety data improvement projects, increase public awareness and education on CMV safety, and otherwise improve CMV safety. The CDLPI program objective is to provide financial assistance to States and other eligible entities to carry out and improve the national CDL program. The national CDL program focuses on the concept that each driver has only one driving record and only one licensing document, commonly referred to as "“One Driver — One License — One Record."” Further, the national CDL program requires States to conduct knowledge and skills testing before issuing a Commercial Learner’s Permit (CLP) and/or CDL; to maintain a complete and accurate driver history record (DHR) for anyone who obtains a CLP and/or CDL; and to impose driver disqualifications, as required by the regulations.
