Program Description: The purposes of the Personnel Development to Improve Services and Results for Children with Disabilities program are to (1) help address State-identified shortages and needs for personnel preparation in special education and early intervention, including infants and toddlers, and youth with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research, to be successful in serving those children. The purpose of the Personnel Preparation of Special Education, Early Intervention, and Related Services Personnel (84.325K) competition is to prepare and increase the number of personnel who have the necessary qualifications to serve children with disabilities. Under this absolute priority, ED will fund grantees that use evidence-based strategies to prepare scholars in special education, early intervention, and related services at the bachelor’s degree, certification, master’s degree, educational specialist degree, or clinical doctoral degree levels to serve in a variety of settings, including natural environments (the home and community settings in which children with and without disabilities participate), early learning programs, child care, classrooms, and schools. Program Description- The Individuals with Disabilities Education Act (IDEA) requires the Secretary to provide annually at least $4,000,000 to address the postsecondary, vocational, technical, continuing, and adult education needs of individuals who are deaf or hard of hearing. [1] Aligned with this requirement, through this competition the Department intends to establish a National Technical Assistance Center for Postsecondary Education and Training for Individuals who are Deaf or Hard of Hearing. This competition uses funds from three Department programs: the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities (TA&D) program; the Personnel Development to Improve Services and Results for Children with Disabilities (PD) program; and the Educational Technology, Media, and Materials for Individuals with Disabilities (ETechM2) program. Program Description: The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities Program is to improve results for children with disabilities by (1) promoting the development, demonstration, and use of technology; (2) supporting educational activities designed to be of educational value in the classroom for students with disabilities; (3) providing support for captioning and video description that is appropriate for use in the classroom; and (4) providing accessible educational materials to students with disabilities in a timely manner. This competition establishes Accessible Education Video Projects that are designed to meet requirements under the Individuals with Disabilities Education Act (IDEA). Specifically, section 674(c) of IDEA requires, in part, that the Secretary of Education support audio description, open captioning, and closed captioning that is appropriate for use in early learning and kindergarten through grade 12 (K-12) settings of (a) television programs; (b) videos; or (c) other materials, including programs and materials associated with new and emerging technologies.
